The Building Engineering Services Association (BESA) is the UK trade body for the building-engineering sector — heating, ventilation, air conditioning, refrigeration and plumbing. BESA publishes the technical standards the industry actually works to, including TR/19 (ventilation hygiene), the standard ventilation systems are surveyed and cleaned against.
